Keynote Speaker: Alex Neil MSP, Minister for Housing and Communities - Scottish Government ‘Delivering Scotland's Housing Energy Targets' Chair: Allan Lundmark, Director of Planning & Communications - Homes for Scotland The Climate Change (Scotland) Act 2009 set very robust carbon emission targets which included a specific requirement for Scottish Ministers to prepare and publish a plan to promote energy efficiency and improve the energy efficiency of living accommodation. This poses particular challenges for the housing sector in Scotland at a time when the industry is adjusting to the consequences of the economic downturn. As innovation in carbon reduction technology and practice develops, what are the smart ways to achieve big gains in energy efficiency in new and existing housing stock and across all consumers of energy in Scotland's cities, towns and villages? Is the most cost effective progress to be achieved by reducing demand levels through energy efficiency measures or via management of the supply side through smart grids and localised and renewable energy sources? Can local government give a strategic lead to the development of localised mass energy supply for homes and business? This conference aims to examine and address Scotland's housing energy challenges and in particular:
